The commissioners shall insert in their report a particular description of the new highway laid out, and its width, or of the alterations made in an existing highway, and their estimate of the expense of making the same in each town separately, and they may prescribe the grade, change in grade, or percent of grade on such highway or alterations or any part thereof.
