A dealer agent shall not process any vehicle registration, permit for registration, or transfer of motor vehicle registration of a natural person unless the applicant has provided to the dealer agent a current New Hampshire driver's license or New Hampshire nondriver's picture identification card with an address matching the application to be transmitted and the natural person has signed an affidavit of residency which specifies the town or city in which he or she currently resides.
