No person shall use or operate any motorboat or any boat equipped with an outboard motor with a manufacturer's rated capacity in excess of 7.5 horsepower, nor shall any person exceed a headway speed of 10 miles per hour with any motorboat equipped with an outboard motor upon the waters of the Cocheco River within the city limits of Rochester. Whoever violates the provisions of this section shall be guilty of a violation.
