A contract carrier permit shall be issued to any qualified applicant, if it appears from the application, that the applicant is willing and able to properly perform the service of a contract carrier by motor vehicle, and to conform to the provisions of this chapter and any rules adopted by the commissioner, otherwise, such application shall be denied.
