The vendor shall provide an invoice to each purchaser of services or bulk commodities sold, rendered, or delivered in terms of weight. The invoice shall contain, but not be limited to, the following:
I. Net weight.
II. The location where the weight or service was determined.
III. The type of service or commodity rendered.
IV. The date such service or commodity was rendered.
