The Alliance shall, no later than November 1 each year, provide to the senate president, the speaker of the house of representatives, the senate energy, environment and economic development committee, and the house resources, recreation and development committee, a report on the Alliance's work and progress in carrying out the purposes of this chapter, and on recommendations for further legislation.
